About Demand Analysis Working Group

The Demand Analysis Working Group (DAWG) is a forum for technical discussion and consensus-building on inputs and results for the electricity and natural gas demand forecasts adopted by the California Energy Commission. The Energy Commission’s Energy Assessments Division sponsors and manages the DAWG. Staff convenes DAWG, pulling in additional forecasting experts at the utilities as well as other stakeholders, to discuss technical details behind the forecast. The purpose is to build consensus on those details before the forecast is complete so that the adoption process can proceed smoothly.



This is to serve notice of a webinar being hosted by the Energy Commission on Wednesday, June 19, from 10:00 am-12:00pm. Energy Commission staff will present reference forecasts for total CPUC jurisdictional and non-jurisdictional LSEs—a disaggregation of monthly TAC area peak forecasts which were adopted in January 2019 as part of the California Energy Demand Updated 2018-2030 Forecast. Staff will review methods for assessing plausibility, load modifier, and pro rata adjustments to LSE year-ahead forecasts, as well as the aggregate results of these adjustments. To protect confidentiality, information specific to individual LSEs will not be presented.


Energy Commission staff will present the preliminary statewide and regional Plug-In Electric Vehicle (PEV) forecasts for investor-owned utilities and selected publicly-owned utilities. Staff will review the composition of PEV scenarios, as well as the attributes used in the PEV and medium and heavy-duty forecasts. The presentations will also include the forecast of zero-emission vehicle market penetration rates and fleet turn-over in the medium and heavy duty vehicle segment, off-road transportation electricity demand forecast, as well as a discussion of geographic dispersion of electric vehicle charging infrastructure, considering travel needs, emission targets, and grid planning. The Transportation-Electric Vehicle Forecast meeting will be held at California Energy Commission, 1st Floor, Charles Imbrecht Hearing Room, located at 1516 9th Street, Sacramento, CA 95814 on Friday, June 14, from 10:00am to 2:30pm. This meeting can be attended either in-person or via WebEx.

CPUC staff will be hosting the first EM&V Stakeholder meeting of 2019 on Tuesday, March 12th from 9:30am to 5pm. The meeting will be held at PG&E's Pacific Energy Center located at 851 Howard Street, San Francisco, CA, 94103.


DAWG meets regularly, either as the full working group or in four key subgroups, colloquially known as “Pups.”
